Story Highlights The BOJ is projecting improvements for the remaining quarter of the 2013/14 fiscal year GDP growth for the April to June quarter contracted Bank of Jamaica (BOJ) Governor, Brian Wynter, is projecting modest economic growth of one per cent growth for the July to September quarter.This forecast, he says, is based on several factors, which were outlined to journalists during the Central Bank’s quarterly media briefing at the BOJ’s downtown Kingston offices on Wednesday, August 21.These factors, Mr. Wynter said, include: improved investor confidence in Jamaica; continued global economic recovery, despite at a slow pace; and more robust growth in credit to the private sector. The latter, he explained, will take place in the context of the reduced demand for credit “that has normally, in the past, been imposed by the public sector.”“That reduced demand, as you would appreciate, comes from the fiscal consolidation that is the central point of the fiscal aspect of the (government’s economic reform) programme. So government is spending less than in the past as it tackles the overarching challenge of debt reduction,” he added.Mr. Wynter said Gross Domestic Product (GDP) growth for the April to June quarter contracted, “albeit at a slower rate than the contraction (recorded) in the (January to) March quarter”. He pointed out that both the tradable and non-tradable sectors are estimated to have declined.The main sectors contracting were agriculture, forestry and fishing; hotels and restaurants; and electricity and water supplies.“The contraction reflected the impact of drought conditions, continued weak domestic demand as well as the slow recovery in the global economy, which contributed to lower remittance inflows and relatively low demand for Jamaica’s goods and services,” the Governor explained.Mr. Wynter said the BOJ is projecting improvements for the remaining quarter of the 2013/14 fiscal year.This forecast, he explains, largely reflects an expected recovery, relative to the outturn for the corresponding period of 2012/13 when the economy was negatively impacted by Hurricane Sandy, and subsequent drought conditions, as well as a “high level of investor uncertainty” consequent on the then perceived delays in the government concluding a new agreement with the International Monetary Fund (IMF).He said based on subsequent developments, including signing of the new US$932.3 million four-year Extended Fund Facility (EFF) with the IMF, “we expect to have recovery.” Modest economic growth of one per cent growth projected for the July to September quarter read more

The 180,274 dwt vessel will be delivered to Navios Partners from an undisclosed seller by August 2017, according to the company.The ship is expected to generate approximately USD 3.7 million of annual EBITDA based on the current rate environment, assuming operating expenses approximating current operating costs and 360 revenue days.Navios Partners said it will finance the acquisition with cash on its balance sheet and bank debt.In late April, the company also signed an agreement to buy a 2010-built Capesize bulk carrier. Featuring 178,132 dwt, the vessel was bought from Italy’s shipping firm Rizzo Bottiglieri for a price of USD 27.5 million.In the first four months of 2017, Navios Partners inked deals to acquire four drybulk vessels – two Panamax and two Capesize bulkers – with a combined capacity of about 500,000 dwt.In addition, the company agreed in April to acquire the entire container fleet consisting of fourteen ships from Rickmers Maritime for about USD 113 million.Following the latest acquisition, Navios Partners will control a fleet of 34 vessels. read more
HALIFAX – Climate change was on federal NDP leader Jagmeet Singh’s mind as he delivered his keynote address at the Federation of Canadian Municipalities conference in Halifax on Saturday morning.In his speech, he told the packed ballroom at the Halifax Convention Centre that municipalities need to invest in reducing their emissions and introducing programs to promote green alternatives.“The reality is, climate change, and the impact of it, isn’t an issue of tomorrow,” he said, pointing to flooding in parts of the country as recent examples. “Without a doubt, we’ve got to take action right now.”Singh’s speech also addressed inequality, affordable housing, addiction, and mental health.Speaking to reporters afterwards, Singh called on Canadians to take steps to reduce marine litter by implementing bans on single-use plastics like shopping bags, disposable drink bottles and plastic cutlery.He said Canada can start small by, for example, banning plastic straws and introducing steel or paper alternatives before widening the ban.“We need to make a step. There’s so many countries that have already taken that step ahead of us, there’s certain cities that have taken that step ahead of us,” he said. “As a nation, we need to commit.”Saturday morning, more than a thousand delegates at the FCM overwhelmingly voted in favour of a resolution to urge the federal government to create a marine litter mitigation strategy.FCM first vice-president and Halifax city councillor Bill Karsten said the timing of this vote couldn’t be better, as it comes less than a week before the upcoming G7 Summit in Charlevoix, Que., where the issue of marine litter is set to be discussed by world leaders.He said in an interview Saturday that he believes the resolution will be welcomed at the summit.“It will show the municipalities’ support, from coast-to-coast-to-coast, for the federal government moving ahead,” he said.“With eight million tonnes of plastic finding its way from our shores to the oceans on an annual, every-year basis, it’s time to find solutions together.”Karsten said highlights to the resolution incude finding ways for both provincial and federal governments to support innovative waste management, as well as developing public education and awareness campaigns.In April, federal Environment Minister Catherine McKenna launched a public consultation on plastic garbage to help pinpoint ways for the country to eliminate plastic waste and reduce marine litter.“It’s not just cleaning up after the fact: it’s actually being thoughtful about how we reduce, how we recycle, how we compost,” she said at the time.According to the federal government, more than 150 million tonnes of plastic waste is clogging the oceans worldwide and it’s estimated that plastic could outweigh fish by 2050. read more
Rabat – The Moroccan government seeks to attract 100,000 Chinese tourists by 2020.In a seminar on Monday, Minister of Tourism Lahcen Haddad declared that Morocco should seize all opportunities that the Chinese market offers.This seminar, which was dedicated to exploring how best to turn Morocco into one of Chinese most favorite destinations, and was co-organized by the Ministry of Tourism, the Moroccan National Tourism Office (ONMT), the National Tourism Confederation, and the Tourism Observatory. Haddad explained that the Royal decision to eliminate visa procedures for Chinese citizens traveling to Morocco is a “particularly wise one, as it will greatly benefit the Moroccan economy.”He also noted the “uniqueness” of Moroccan tourism, underlining the fact that it has gained the capacity of attracting various segments and social classes of the Chinese population. “Large segments of the Chinese middle class, for instance, are drawn to the authentic cultural and historical touristic experiences that Morocco offers,” he said.Haddad called for a short-term action plan that would include the opening of flight routes from China through the Middle East and Europe; the launching of advertising campaigns about Morocco in Chinese media outlets; as well as adapting the touristic, gastronomic, and hotel industry to the needs of the Chinese market.“The Ministry of Tourism offers an important position to the Chinese market in its vision for the future, which expects to attract 100,000 Chinese tourists by 2020,” said Haddad.Morocco hosted 10,515 Chinese tourists in 2015, an increase of 12 percent compared to 2014, according to data from the Ministry of Tourism. read more
9 September 2010Young people in eastern Afghanistan have gone door-to-door to raise awareness of HIV and AIDS as part of a United Nations-backed campaign. Nearly 400 awareness-raising sessions have been carried out across six districts in the province of Nangarhar.In the Kampoona neighbourhood in the provincial capital, Jalalabad, youth educators met people in the streets, sharing information about HIV and AIDS, as well as handing out flyers and postering walls.“The message was conveyed, and people who were covered by the campaign are now aware of the danger of HIV and the safeguards needed to protect themselves from its infection,” said Nur Agha Zwak, director of Nangarhar’s Department of Youth, which trained the youth educators to carry out the community-based awareness training.The Afghan National AIDS Control Programme says that 504 people in the country have been documented as HIV-positive as of November 2008, but the Joint UN Programme on HIV/AIDS (UNAIDS) estimates that the number is significantly higher.Low levels of surveillance and testing, combined with the stigma attached to HIV, have made it almost impossible to document the reality of the epidemic in Afghanistan, according to the UN Children’s Fund (UNICEF). read more

Divisions have arisen over the electoral reforms proposed and approved by the cabinet last night with some minor parties raising concerns.Leader of the National Workers Union and Government Minister P Digambaram said that the estate community does not agree with the proposals approved by cabinet yesterday. “Even at the cabinet meeting I had raised my objections to the proposals,” he said. Digambaram said that the 20th Amendment to the constitution, approved by cabinet yesterday, does not ensure fair representation for the estate community. Digambaram said that under the system approved by cabinet, political parties representing the estate community will have 5 seats in Parliament.However Digambaram said that 5 seats is not enough and that political parties representing the estate community need 10 seats.The Minister said that the political parties representing the estate community are not asking for a separate state but just 10 seats in Parliament. Hamilton police say a 17-year-old boy is expected to make a full recovery after he was struck by a SUV in downtown Hamilton on Thursday. Police say it appears the boy had crossed into traffic when he was struck by the vehicle near the intersection of King and James streets around 2:30 p.m.The teen was taken to hospital with serious but non-life threatening injuries. Police initially thought the boy suffered a skull fracture but later said he did not. The intersection was closed for several hours following the incident with buses and vehicles being re-routed during the evening commute. Police say there are no charges being laid at this time. Correction: Hamilton police previously reported the teen was 16 years old but now confirm he is a 17-year-old boy. read more

The first Android phone was the HTC G1 on T-Mobile. It was not a pretty phone. The battery was removable, and someone at Google and HTC thought that a hardware keyboard was still a necessary thing. The screen slid away to reveal one of my favorite phone keyboards ever. The five row keyboard on the G1 allowed me to write paragraphs with ease. I was a server admin at the time, and the ability to SSH with my phone, combined with a usable keyboard, was an invaluable asset.Of course, not long after the Nexus One came out ditched my keyboard and never looked back. Many people did the same thing. In fact, those that still hold on to their physical keyboards lament that the only smartphones that come out with keyboards now are usually subpar devices. For all intents and purposes, the physical keyboard on a smartphone is on the way out the door. Even RIM getting in line, apparently planning more keyboard-less BlackBerry handsets. So why is it that now, of all times, Google SVP Andy Rubin comes out of left field with a patent submission for an all new kind of smartphone with a keyboard?PatentBolt discovered a patent that was published on April 26th by the USPTO. Inside the patent were images and details for a smartphone with a massive keyboard underneath the screen. Unlike the keyboard on the G1, this keyboard has six rows. The top row looks separated in much the same way that a traditional keyboard is, for function and task keys. In fact, the entire keyboard layout in the patent image just looks like a small traditional keyboard.If you take a look at any smartphone keyboard, like the one on the G1 or the more recent Samsung Epic 4G, you can clearly see that there’s not exactly a lot of room for that extra row of keys. From this we can clearly surmise that Andy Rubin likes his phones big, and has it in mind to make them even bigger. If you take your G1, and give it the screen of the Galaxy Nexus, than you’d probably have enough room for the full keyboard demonstrated in this image.So, if you’ve got such a hulking masterpiece of a keyboard, how would you get to it? Included in the patent are three different slider mechanisms that could possibly be deployed on such a machine. Unsurprisingly, none of them resemble the z-hinge HTC used on the G2.The first hinge appears to be the spitting image of the hinge used on the G1, with the sliding semicircle to guide the pair of action levers from side to side. Additionally, there’s a fulcrum-based scissor hinge, where all of the moving parts are hidden inside the casing behind the screen. Finally, a modified version of the G1 sliding hinge is included with a curious looking spring added into the bottom chamber for that snappy slide back and forth. Any way you look at it, the motion of pushing the screen aside to reach the keyboard is present at all times.There are absolutely still times where, when writing a long email or trying to edit a document, I lament not having a physical keyboard. As a society, we accepted this move away from keyboards, but then quickly flock to accessories like magnetic keyboards for the iPad, or the latest and greatest in speech recognition so we don’t have to type. With a proper keyboard on a device, one that was not intrusive, and we only really needed to remember exists when we need it, our phones would further the transition from phone to tiny computer. Alternatively, this doesn’t have to be a phone, but a look at some of the ideas being tossed around for Google’s next release of Android.Google has yet to really set foot in the tablet race, and since there are no real size expectations here, we could well be looking at some preliminary thoughts behind a 7″ tablet. Either way you look at it, I am sure that the keyboard dependent among us are happy that the tech world hasn’t completely abandoned them yet. read more

TALLAHASSEE, Fla. (AP/WSVN) — After a major malfunction of the state’s main toll road billing system, Florida said it would begin reimbursing motorists who were charged bank fees as a result of all the problems.Motorists across the state have been confounded this summer by problems with SunPass, which allows motorists to be charged electronically for using toll roads.Millions of toll transactions got delayed as a result of a billing system upgrade. When the transactions finally began to show up, some customers incurred bank overdraft fees as a result.Department of Transportation Secretary Mike Dew said Thursday that the state planned to bill Conduent State and Local Solutions, the company that managed the upgrade, for the bank fees.“Today, SunPass deployed an overdraft claims process to make our customers whole,” Dew said in a statement. “We will not let Conduent off the hook and the bill for reimbursements will be sent directly to Conduent. SunPass customer service representatives are trained and ready to receive calls from customers who may have been impacted.”Despite reported problems in other states, Florida hired Conduent in 2015 to handle its toll system transactions. According to the Tampa Bay Times, the initial contract was worth $287 million but has changed so it is now worth $343 million.Gov. Rick Scott has come under fire for the problems, especially after it was reported he attended a fundraiser in Texas this year where one of the hosts was a major shareholder of the company. Dew announced earlier this week that at Scott’s direction the state would fine Conduent nearly $800,000 for damages as a result of the problems with the billing system.
